Captain Lowry joined the Falls Church Volunteer Fire Department in 2008 after serving with the Cherrydale Volunteer Fire Department in Arlington, VA and the John Carroll EMS Department in University Heights, Ohio, where he served as a founding member and Captain. Joe has held a number of positions in Arlington County Fire & Rescue Assocation including Volunteer Coordinator of the Association, Chief of the Arlington-Falls Church Volunteer Rescue Squad, EMS Captain of the FCVFD, among others.

Captain Lowry is a certified Emergency Medical Technician as well as a Basic Life Support Provider, responsible for patient care on the ambulance. He is also a certified level 2 firefighter and holds a certification in hazardous materials operations.

Outside our department, Captain Lowry works for the US House of Representatives, providing emergency management support. He and his wife Eileen live in Sterling, VA.
